Over the past three years, the tobacco industry has been facing an ever more challenging operational environment, largely stemming from the unlawful 5- month ban on tobacco product sales during the COVID- 19 pandemic which had the consequence of entrenching illicit (predominantly duty-not-paid) tobacco trade channels.
This was mainly due to the ineffectiveness of the sales ban to curb access to cigarettes or drastically influence smoking prevalence.
